American Bar Association traveling Lawyers—Legal Assistance to the Poor. (USAID Program) providing free legal assistance to the poor. This was a day-long opportunity for poor individuals, around 10-20 persons a day, to meet with attorneys for free legal assistance.

In Astara, Ministry of National Security sent an official to sit and observe and intimidate the poor clients receiving free legal assistance. In other localities, executive authorities sent officials to sit and observe and overhear free legal counsel, which indigents claimed was intimidating, and violated the confidentiality of lawyer-client relation.
